To change text color to the last one you set (e.g. to quickly change a bunch of
blocks to the same color), <alt-o> (format), C (color).
Now you have a dialog with the previously-chosen color "Last picked color", with
L underlined... typically meaning "Hit <alt-L> to shortcut to this". Neither L,
<alt-L>, <ctrl-L>, or <Shift-L> select it.
Additionally, in Windows at any rate, <Enter> should select the default control
(OK); when in a multi-line text box, a modified (<Ctrl>, I believe) enter should
do it.
Reproducible: Always
Steps to Reproduce:
1.Open composer, highlight text
2.Open text color chooser (format - color)
3.Try to select last color using shortcut as per underlined "L"
Actual Results:
Nothing. To use the keyboard, I had to switch to tabbing. (Not a big deal, but
incorrect.)
Expected Results:
<alt-L> should behave as clicking the "last chosen color" button does.

This bug is still reproducible in Mozilla Build 2005010906, Windows XP.
"Additionally, in Windows at any rate, <Enter> should select the default control
(OK)...." - if you select a color, then you press enter, it works. But the other
bug still exists.
Finally, maybe the severity of this bug should be "trivial"...

Composer is not available in the Minefield build.

Thunderbird does have a Compose Window with the same Format -> Text Color menu and there Alt+L for Last Picked Color doesn't work as expected either:
When you press Alt+L the ColorInput and ColorPickerSwatch aren't updated like when clicking the button, so you don't have a visual confirmation that the color will be changed.
Maybe this bug should be moved to MailNews Core?

Component: Keyboard: Navigation → User events and focus handling
I can confirm this in TB 68.4.1. I do this often and it's very frustrating, just so you know.
