2025038 - Add "create new group" button to tab groups list component

In the menu's populated state (at least one open or saved tab group), the list will show a button that creates a tab group.

The button should create a new tab at the end of the tab strip and place that new tab into a new tab group (also at the end of the tab strip).

When the user has open and/or saved tab groups, the tab groups list will continue to list those, but now the first option in the list will be a static button to create a new tab group containing a new tab.
