2025280 - Expand Mixed Content Level 2 WPTs

The WPTs for mixed content blocking currently still mostly test the by now deprecated mixed content level 1 (block active mixed content and allow insecure passive mixed content), and there is only a handful of tests for the current level 2 (upgrade passive mixed content instead of blocking it).

We should consider replacing the much larger set of tests for mixed content level 1 with the correct test expectations of mixed content level 2. Currently, the tests whose expectations differ between levels 1 and 2 just fail because they still expect the level 1 behavior.

We currently expect the following things to not work:

• Animation, layout and paint worklets, due to Firefox not supporting these
  worklets. This is just adding the same expectations for iframes and srcdocs
  that already exist for the top-level tests.
• The link-prefetch-tag tests in data: iframes, due to Firefox seemingly not
  performing any requests for rel="prefetch" links in data: iframes. I will file
  a follow-up bug about this.
