After a page with a form at the bottom of the page has finish loading,
scroll down to the form and select the form.
The page elements will overlap each other.

Aside from gfx scrollbars, which I assume are involved, I see zero overlap
between this bug and 19376, which involves only submission of a form after
entering text in a field. Reopening.
With the Nov 30th build, I also see this problem when GFX scrollbars is enabled.

However if I disabled GFX scrollbars in Preferences, this problem no longer

occurs for me. Based on this information, I believe that is problem is caused

when enabling GFX scrollbars.
