Steps to Reproduce

  1. Create a tab group and collapse it.
  2. Open another window and create a split view in that window.
  3. Drag the split view into the first window and drop it before the tab group.
  4. Observe that the tab group expands unexpectedly.

The problem also occurs when a tab group with multiple tabs from another window is moved before a collapsed tab group.
