Tabs synced phone->PC are opening in private window

Steps to reproduce:
On Firefox Mobile 149.0 on Android 13:
- On mobile, select tab(s) and open with Android share menu
- Tap "Send to Device" and tap the specific device or tap "Send to all devices"
Was able to reproduce after closing and reopening the program on my PC, as well as in Troubleshoot Mode with my customization off.
Actual results:
Starting a few days ago, my synced tabs started opening in a private window. If a private window is already open, it is placed there, and if one is not open, it opens one.
Expected results:
Incoming tabs should always be placed in a non-private window, and should not open new windows on their own.

The Bugbug bot thinks this bug should belong to the 'Firefox for Android::Accounts and Sync' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Sorry you have hit this, but it's almost certainly a dupe of bug 2025134 - note however opening in a private tab/window is the intended behaviour if sent from a private tab on the phone.
