[Tracking Requested - why for this release]:

Steps to reproduce:

1. about:preferences#search > scroll to Address Bar section
2. Uncheck Recent searches
3. Focus the new search bar
4. Delete words if the new search bar is not empty.
5. Keypress up-arrow or down-arrow key. Or mouse click on the new search bar

Actual results:
In the urlbar, no recent search words will be displayed as expected.
However, Search history will no longer be displayed in the new search bar. --- Bug!

Expected results:
Even if you turn off “Recent searches” in the “Address Bar” section of the settings UI, the new search bar should still display recent search terms.

Verified as fixed on Firefox Nightly 151.0a1 and Firefox 150.0 on Windows 10, Ubuntu 22, macOS 15.
