"Organize" user story: As a user, I want to drag-and-drop or select pages within a PDF and then cut, copy, paste, or delete them so that I can more easily read, print, save, and share the information I need most.
NOTE: this feature breaks the Firefox PDF Viewer’s original core premise that a PDF document is static (e.g., pages can’t be deleted or moved), and it unlocks many future features that users want (not to be mentioned in the article, because we don't know yet when they will ship).

"Split" user story: As a user, I want to split a PDF into multiple PDF documents by selecting a single page or multiple pages and saving them into a new PDF so that I can more easily read, print, save, and share the information I need most.

Open a pdf file in Firefox PDF, and open the new sidebar on the left (if not already open), and use it to:
ORGANIZE

  1. Select a page or pages, drag it/them to a new location in the PDF, and drop.
  2. Select a page or pages, click "manage" button in top right of left sidebar, and then click "cut." Choose one of the "paste" buttons between the remaining pages and click it to re-insert.
  3. Select a page or pages, click "manage" button in top right of left sidebar, and then click "cut." Click "undo" button to put them back.
  4. Select a page or pages, click "manage" button in top right of left sidebar, and then click "copy." Choose one of the "paste" buttons between the remaining pages and click it to insert.
    SPLIT
  5. Select a page or pages, click "manage" button in top right of left sidebar, and then click "export selected." Save the pages as a new, separate PDF file. NOTE: the pages you selected will remain inside the first PDF (they won't be deleted).

Your draft was critical to explaining this better than I did near the start of this ticket -- THANK YOU.
To be clear: PDF Organize + Split is a collection of features that users might use all in one go, but also as individual actions. The latter will be more common, so that's how I restructured it.
