2027903 - AI Controls: Add SUMO links to learn more buttons

This may be accomplished through the normal course of implementation, so this bug is intended to at least be a reminder to verify this is done. We need to add learn more links to the AI controls screen as defined by the Figma. This will be in two places:

1. The AI Controls setting screen itself: https://support.mozilla.org/1/mobile/%VERSION%/%OS%/%LOCALE%/android-ai-controls
2. The newly top-level toggle for the translation feature on the translations setting screen: https://support.mozilla.org/1/mobile/%VERSION%/%OS%/%LOCALE%/android-translation. (note: this already exists)
