Steps to Reproduce
- In Advanced Preferences, set browser.ipProtection.enabled=true.
- While using Voice Access or Voice Control in item names mode, trigger "settings" and "VPN" via voice.
Expected Behavior
Voice users can trigger elements easily and consistently.
Actual Behavior
In the item names mode, both the sidebar and the header contain elements labeled “Settings” and “VPN.” When using the voice command “Click Settings,” macOS Voice Control and Windows Voice Access cannot distinguish between them, and defaults to showing numbers.

Voice control users have difficulty selecting the intended control efficiently.

:John, could you please clarify the steps to reproduce the bug are and, specifically, where the other, non-VPN Settings control is in the interface? The only item that is visually similar is Customize sidebar button in the Firefox Sidebar (with or without vertical tabs), thus click Settings (with the VPN dialog opened) only activated the VPN's own Settings button.
