We have six interventions which should no longer be needed with the minimal support for webkit-scrollbar added in bug 1977511.
One of them is actually no longer needed at all (bug 1836872), so let's just remove it and close its bug.
We can limit the rest to activate on older Firefox versions, or when the webkit-scrollbar feature is preffed off.
