Using trunk build 20030523 on winxp, I can set my Filter for pop accounts to
Label for any of the criteria (subject, sender, etc) and it works on incoming
messages into my pop account. Reopening

It makes sense to have a label action in the filter for pop3 Accounts !

there's is some confusion, I think.
1) having an action be "label" is valid, and we want to allow that.
2) being able to create a filter where "label is XXX then perform an action" is
not valid. while that would be ok for filter after the fact, no mail comes in
as labeled, so we aren't allowing this.
I checked, and this bug is fixed.
