Steps to reproduce:

Turn vertical tabs on, try to drag a tab out to its own window.

Actual results:

Going to the right/up creates a new window pretty soon after leaving the sidebar

Going down creates a new window eventually after leaving the existing window

Going left seemingly never creates a new window

Expected results:

All directions should create a new window when the tab is dragged from the sidebar

The Bugbug bot thinks this bug should belong to the 'Firefox::Sidebar' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
