2030178 - Enable merging PDFs in Nightly

Once we are satisfied the feature can be tested by the Nightly population, we should turn it on by default in Nightly.

Sure, we have a release note request for bug 2030179 where we'll enable it in Release, I'll submit one in this bug for Nightly.

Added to the Fx151 nightly release notes, please allow 30 minutes for the site to update.
The nightly-only note will be removed after three cycles or when it is enabled by default, whichever comes earlier.
