after a fix for the bug 195213 has landed, sidebar isn't empty after opening it,
but it doesn't refresh correctly - "button" which opens it and the rest of the
border appear on the same place as before it's opened
Reproducible: Always
Steps to Reproduce:
1. Open mozilla
2. Open sidebar by clicking on the Sidebar border button (it doesn't happen when
using F9)
Actual Results:
Sidebar opens, but the it doesn't redraw.
Expected Results:
Sidebar should redraw.

BTW, sometimes it doesn't happen when you open sidebar first time, but when you
close it using the button and open it again.

I believe this bug is a dupe of bug 194638. It's been fixed on the 1.4 branch,
but I still see it on the trunk.
