Steps to reproduce:

1. Open Firefox Labs and enable "Tab notes".
2. Hover over a tab from its bottom edge.

Actual results:

The tab preview flickers continuously until the cursor is moved slightly upward.

Expected results:

The tab preview should display normally without flickering.
