toolkit.tabbox.switchByScrolling doesn't work with hi-res scrollwheels

Steps to reproduce:

try scrolling on the tab bar on hyprland with a mouse with hi-res scrolling

Actual results:

notice that instead of scrolling once per step, it scrolls to a new tab once per hi-res step, meaning that if i scroll one notch it goes four tabs to the side for me.o

Expected results:

it should have gone over by one tab
