in zh_HK.BIG5HK locale:

when view the HongKong specific file, see attached file hkscs_utf.html, you will
see that HKSCS characters are shown ugly.

but OK for the files with BIG5-HKSCS encoding, BIG5-encoding and UTF-8 encoding
of BIG5 characters.

Currently in zh_HK.BIG5HK locale, Mozilla uses zh-CN lang group
by mistake, should use zh_TW.

in the future, should we consider adding a zh-HK instead of using zh-TW ? I
think we should consider that in the future instead of now. Since that may
involve a lot of other issue and won't be able to solve in short term.

Currently lang group when Mozilla starts in zh_HK locale will be zh-CN by
mistake, which causes wrong  font selection. It's serious. The fix is very
easy, just adding one line.
