The splash screen that was created in Bug 2001424 only withholds about:welcome from loading, so only about:welcome will reliably load remote messages on non-stub platforms. The scope of this patch is to implement a way for the splash screen to refresh the messages in pre-onboarding once its lifecycle is complete, so that the messages in pre-onboarding reflect those that may have been downloaded remotely.
