Steps to reproduce:

Since Firefox version 150 WebRTC calls fails to establish DTLS connection to servers supporting only DTLS 1.2.
Failure occurs only if DTLS 1.3 is enabled on the browser, disabling it resolves the issue. However, since DTLS 1.3 is a default for FF right now, it will lead to significant impact on join failures.
Everything worked well up to version 149

Actual results:

Join failure due to DTLS handshake error:
error:1417B07B:SSL routines:tls_process_cert_verify:bad signature.

Expected results:

DTLS handshake should downgrade properly to version 1.2 and should complete succesfully
