Steps to reproduce

1. Start Firefox with a fresh profile.
2. Open the Help submenu from the title bar.
3. Type Smart in the search field.

Expected result

• The Smart Window option should not be displayed if the Smart window pref is set to false.

Actual result

• The Smart Window option is displayed and clicking it will open a Private window instead of a Smart one.
