2035323 - trust panel site security information: put certificate issuer in bold on its own line

This is as per the design in https://phabricator.services.mozilla.com/D294296 (https://phabricator.services.mozilla.com/F68449767). To support this new design, the certificate issuer name that normally appears inline with Verified by: needs to appear on its own line and in bold.

Paul has also made this additional mockup, saying: "Personally I might go a step further and make the 'certificate' feel more authoritative by wrapping it in a container, but this is likely out of scope."

Not sure whose call this is, but I thought you should know and might want to consider doing this here. Or maybe this should be yet another follow-up bug.
