Downloading several builds from the last two weeks, I've not yet found a build of the 1.4 version that will run on this machine. The machine is running McAfee Virusscan Enterprise 7.0.0 - don't know if this has a bearing on account of bug 107882 but curious that 1.3 runs fine and anything later bombs at startup ...
Have you also manually deleted the files that are not deleted by the uninstaller ?
Deleting everything in the folder Mozilla.org? I *think* the Mozilla install also ran foul of changed group security policies on our network. The install works fine at home ... and an administrator login to the work pc together with your instructions to manually delete additional files has been successful at the third attempt, and build: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.4b) Gecko/20030427 is now running fine. So the problem is most probably not with the installation apart from that it encountered something it didn't handle gracefully.

If I may shed some light on this "resolved invalid" bug. I had essentially identical error messages from Dr.Watson on Windows 2000 and Mozilla 1.4b. I had tried to install 1.4b after uninstalling 1.3a. I found the problem was with something in the "components" subdirectory of Mozilla. By deleting this folder, I could install and run Mozilla 1.4b. I then started adding components back, and guess what? Mozilla 1.4b still ran. At least until I clicked on the menu item -- HELP About Plug-ins. This crashed Mozilla 1.4b. So I started deleting my components one-by-one until Mozilla didn't crash when the Help - About Plugins menu item was clicked. Here's the resolution: The Mozilla 1.3 spell checker is at fault. One of these files caused the crashes: spellchecker.xpt spellchk.dll Note: I never touched the Plugins folder! By not deleting *everything* under the Mozilla directory, the *real* Plugins like Flash and Quicktime were still installed. I suggest maybe deleting the entire COMPONENTS directory minus some obvious exceptions, not everything under Mozilla. This would have probably solved the problem. I noticed that The Flash Player and QuickTime both have .xpt files, flashplayer.xpt and nsIQTScriptablePlugin.xpt respectively. These files should be left alone. And the Plugins directory should be fine to keep. Anyway, by deleting those two spellchecker files, Mozilla 1.4b will probably install. Suggested addition to the RELEASE NOTES: Please unistall or delete any old Spell Checker Plugins prior to installing Mozilla 1.4. Incompatibilities may cause Mozilla 1.4 to crash on startup.
myspell.dll apparently is another spell checker file that must be deleted to avoid the crash. I had the exact same problem with Win98 installing 1.4. -Noel
