Steps to reproduce:
The purpose of this bug is to store documents related to the publicly disclosed and audited intermediate certificates chaining up to Staat der Nederlanden (PKIoverheid) root certificates.
Actual results:
PKIoverheid already had a bug on record for these purposes (see https://bugzilla.mozilla.org/show_bug.cgi?id=1434881 ) but that was filed under a personal account from a PKIoverheid team member and as such only he can add attachments since the bug has been closed. The reporter for this bug comes from a shared account which removes this SPOF.
