Now that we have completed bug 2036394 and moved to Github Actions for moz-phab CI, we can use the Trusted Publisher workflow to cut releases without having to keep a PyPI API key in our CI config.

Trusted Publisher configured on the PyPI side, and 2.15.0 was released using the new workflow.
