Add support for the No-Vary-Search HTTP Caching Extension in Necko across three layers: (1) parsing the Structured Fields header into a structured representation, (2) implementing URL equivalence logic, and (3) integrating with both the HTTP cache lookup and the Speculation Rules prefetch matching algorithms. At the end of this milestone, No-Vary-Search equivalence is fully operational and covered by WPTs.
