File bookmark dialogue only shows about 10 folders at a time in the destination
box. This is about half of the parent folders I actualy have. Can sometimes
display more by jiggling the scrollbar up and down. Very frustrating.

Reproducible: Always

Steps to Reproduce:
1.Ctrl Shift D or menu bookmarks / file bookmark

Actual Results:  
Only displayed about ten of the available destination folders. Number of folders
displayed is the same for expanded or collapsed parent folders.

Expected Results:  
Displayed all available destination folders.

You can resize the "File Bookmark" window..
But this is nothing that is obvious. You dont see a drag area like the "manage
bookmarks..." for example. 

Maybe this should be converted to an enhancement

Let me clarify since the comment would seem to misunderstand the problem. Lets
say I have 20 parent folders - only 10 are displayed even though there is plenty
of vertical box space for all parent folders to be displayed. Now I expand the
first parent folder and it displays one parent folder and 9 child folders again
half the box space is just empty and none of the other parent folders are
displayed. 

The only way to display say my 12th parent folder is to jiggle the scroll bar up
and down and then sometimes the display of the remaining folders will flicker on
and off.

This is definitely not an enhancement request. It is a bug which makes it very
difficult to file bookmarks. If this is still not clear I will attach screenshots.

Imho this has been fixed after release of 1.4a.
Could you try a current nightlie?
Or can you create a new profile, copy your bookmarks.html from the old profile
to the testprofile and try there?
