Steps to reproduce:
- Open Firefox.
- Navigate to the Settings(about:preferences) page.
- Click on the "Privacy and Security" section.
- Observe that the VPN panel is missing from the Privacy and Security section.
Expected result:
There should be a displayed VPN panel between the ETP and the Browsing data panels, as shown in the Figma design.
Actual result:
There is no VPN panel the ETP and the Browsing data panels. Please see the screenshots attached.
Regression range:
Not a regression, it's a new feature.

Thanks Raluca, can you re-test with browser.ipProtection.enabled=true? I believe this section is only enabled through that pref which may be managed remotely

Tested with browser.ipProtection.enabled=true, and confirmed that the VPN card is displayed, but the card seems to look a bit different from the Figma design. (Please see the attached screenshot)
