With bug 1961268, we support coenrollment for messaging experiments. But the backgroundTaskMessage feature isn't set up for coenrollment yet. Once we add coenrollment to it, a user can enroll in multiple toast experiments simultaneously, and we'll leave it to the messaging system to decide which one they should see first. I think to avoid excessive messaging, we may want to add a message group for background toasts.
