2038518 - Collection not showing on the homepage unexpectedly

Steps to reproduce

1. Go to a URL. Add it to a Collections from the overflow menu
2. Navigate to the homepage. It should be visible.

Expected behavior

• The new user onboarding card that explains collections we plan on removing, but for users who have collections they should continue to be able to see them on their homescreen. And users should still see "Add to collection" as an option in the overflow menu when browsing the web on a URL

Actual behavior

• We are seeing several complaints that users collections are not visible
