Note:
In Nightly 152.0a1(2026-05-10), "Manage exceptions" is missing from the History settings section.

Steps to reproduce:

1. Open Firefox.
2. Navigate to the Settings(about:preferences) page.
3. Click on the "Privacy and Security" section.
4. Navigate to History settings.

Expected result:
According to Figma design, "Manage exceptions" should be displayed in the History Settings section.

Actual result:
"Manage exceptions" is missing from the History Settings section.

Regression range:
Not a regression, it's a new feature.

We've discussed this with design, but I lost the link. The Mangage exceptions button only makes sense inside of the customize history option here, since it only applied to sites to not clear the data of on shutdown. The inner panel never even got a Figma design, but it wasn't too complicated.
