As a user, I just went looking for this option in Fenix, and ended up using Fx desktop “Report Deceptive Site” from the Hamburger/Help menu (though I think it shouldn't be in a submenu there, see bug 2047479).
For user familiarity between platforms, it may be better to have a dedicated menu to report this sort of sites, rather than bundling it as a “broken” site on Android.
