 It keeps leaving images of itself on the scrolling frame.

Reproducible: Always

Steps to Reproduce:
1.Got to http://news.bbc.co.uk (version for use within the uk)
2.scroll down the page using the vertical scroll bar.

Actual Results:  
3.the headline news ticker doesn't scroll with the frame.
4.it keeps leaving copies of itself on the frame whenever you stop scrolling


Expected Results:  
the ticker should have scrolled up with the page
or it should have maintained its position and not left copies all over the
scrolling frame

Frank, 1.3 is too old for bug reporting purposes. Please retest using a current
nightly build.
