As an admin, I want a simpler way to customize Firefox policies in the console without hand-editing JSON, so that I can configure policies confidently, directly in the UI.

Acceptance criteria:

- Admins can configure policies through a form-driven UI instead of editing JSON by hand
- The JSON version of a policy is available to review or export, but it is not the primary editing experience.
- The UI is generated from the Firefox policy JSON.
- Metadata such as descriptions, enum values, defaults, and examples are surfaced in the UI when present.
- Missing or unclear policy editing is treated as a schema improvement opportunity.
