User Story

As a Console Admin, I want forced restarts to only execute on enrolled FxEnt clients, so that restarts cannot affect unmanaged installs.

Acceptance Criteria:

- When a forced restart policy is received, the client validates it is an enrolled Firefox Enterprise install
- If the client isn't enrolled, the policy is ignored

This seems like a Console, not a Client, feature to me? Why would the console send the policy if the client is not enrolled?
