Wrong behavior when install mozilla into a directory which contains accent characters on Japanese system

Build: 05-01 trunk build on WinXP-JA and Win2000

Steps to reproduce:
1. On Japanese WinXP or Win2000, run mozilla installer.
2. In setup type page, click on "Browser" button to create a dictory to install
mozilla.
3. Create an accent character (no problem here).
   or create a directory which contains accent characters on Windows explore.

Result:
Accent characters were lost accent in create directory dialog, e.g. "ä" became "a".
On Win2000-JA, you will get an error message with "no permission to access the
<accent directory name>" by select the dirctory that created in windows explore.
