Shipping the Source Phase Imports proposal, even though it's not useful on it's own, would simplify our build and pref configuration. At the moment we have a compile time option and pref for Source Phase Imports, a separate pref for wasm esm integration, and we'll be adding new prefs for deferred imports as well.
