2044138 - Reorganize context menu for links

• Remediate the muscle memory breakage resulting from adding Open Link in Split View
• Provide more logical groupings inside the link context menu, similar to what we’ve done in the tab context menu.
• Remove options that have been added, but do not work with this specific menu (Ask %chatbot%)

Here's the structure we landed on (please see attached images).
Summary of changes:

• Reduce wordiness and eschew “link” where it doesn’t help with clarity of outcome upon click.
• Remove Ask %chatbot% as it doesn’t work as expected on links (summarizes the page user is on, rather than the link or returns an error in most cases).
• Bring Save Link As higher in the order as it’s 5x more people use 8x more times than bookmarking action.
• Move Preview Link a little lower in the hierarchy due it to being the least frequent of all link context menu events.
