Steps to reproduce:

• use an alert summary that contains alerts reassigned to different alert summaries;
• file a bug using the bug id of the culprit;

Expected results:

• reassigned alerts should be excluded from comment 0, since they are associated with a different culprit and would confuse the author of the regressor bug;

Actual results:

• reassigned alerts are included in comment 0;

An example for this would be bug 2053796, linked to alert summary 51287. Both of the styleeditor alerts in that summary are actually reassigned to a different summary, for a different bug ID, and should not show up in comment 0 for the mentioned bug. Attached also 2 screenshots for this bug, showing the alerts that should be omitted from comment 0.
