2045899 - Add support for unlimited data based on Nimbus and IPProtection responses

If we have promotions for unlimited data, we need our front-end code to respond to this - in the future we will get an X-Quota-Unlimited header that will be plumbed through the IPProtectionController and its callbacks. We can simulate this on the frontend with a 0 max data until we get that value.
