User Story

As an admin, I want the SitePolicies policy to support a BlockLocalNetworkAccess field, so that I can prevent matched sites from accessing local network resources.

Acceptance criteria

- BlockLocalNetworkAccess (boolean) on `SitePolicies`. When true, blocks local network access requests initiated by the matched site, without showing a user prompt.

Implementation notes
- Related prefs: network.lna.*
- Related enterprise policy: LocalNetworkAccess.

Out of scope
- New site-matching syntax; matching should reuse the existing SitePolicies mechanism.
