If you go to about:preferences and search for "manage" on the textfield, a bunch of the yellow arrows will point to places that are not actionable.

I think this may just be an issue with the placement of the search tooltip, in which case we can dupe it to Bug 2001667. :emilio can you confirm that the main issue you're flagging is the placement of the "manage" tooltip above the "Built-in VPN" card?
