We've agreed on adding and verifying the live capabilities for the following policy set:
AccessConnector, BlockAboutConfig, BlockAboutSupport, BlocklistDomainBrowsedTelemetry, ContentAnalysis, ContentAnalysisTelemetry, Cookies, CrashReportsSubmit, DataLossPrevention, DisableDeveloperTools, DownloadTelemetry, ExtensionSettings, HttpsOnlyMode, PrintPageTelemetry, Proxy, SitePolicies, Sync, Watermark, WebsiteFilter.

This bug tracks that any (non-live) policies should remove their previously added and unverified live capabilities to make sure nothing lingers around in Policies.sys.mjs.
