2046819 - Add performance benchmark for MediaCapabilities

Before iterating on performance aspects for MediaCapabilities (bug 2043895) it would be good to have some measurements of its performance.

We could follow roughly how the webaudio benchmark does things.

This would give us:

• An idea of how long a query takes to run on every platform, and with hardware support.
• PerfCompare on try pushes for WIP patches.
• Performance regression monitoring.

Not added to the Windows list: see bug 2038340 and bug 2040785 and I'm not sure whether we should be adding them yet, LMK.
