Steps to reproduce

1. Enable Smart Window.
2. Type a letter inside the Smart bar on a new tab page.
3. Hover over the Scrollbar from the suggestions list.

Expected result

• The Scrollbar should be displayed inside the frame.

Actual result

• The Scrollbar will spill outside of the Suggestions list.
• Please note that this issue is related to Bug 2021887, however this only occurs on the New tab page.
