This ticket is to update the main VPN panel states for the Nova private window theme. Ideally, we want an approach the aligns with our design spec and engineering best practices. We came to a consensus on the Nova private window designs for the VPN panel. The state background color was updated in the spec to match the current implementation. Closing as WONTFIX.
