Currently, browser.tabs.groups.alternateMenu will enable both the Tab Groups application menu item and the Tab Groups toolbar button. The toolbar button would become visible in Customize Mode for a user to add it to their UI. There are some specific bugs and missing integrations with the toolbar button version of this menu, so we should ensure that it defaults to off and let the application menu item go out on its own with bug 2048790.
