Overview Description: PSM does not save the settings when visiting a new
web site and selecting "Accept this cert permanently".

Steps to Reproduce:
1) Visit https://junruh.mcom.com:1449/ciphers.html, and "Accept this cert
permanently".
2) Close Mozilla, and visit the site again.
3)

Actual Results: You are asked to accept the cert again.

Expected Results: You should not have to accept the cert again.
