In particular, if the first bound element in a document is a script element, it
generally will not possess the binding.
Zipped testcase coming up. (I was unable to use a data: URI, as -moz-binding:
url("data:...#foo"); doesn't work.)

‑moz‑binding
is no longer allowed in non‑chrome/UA stylesheets as of bug 1523712, and will be completely removed in bug 1566221.
Given that, this seems like a clear WONTFIX
to me.
