After downloading and installing build 2003050811, there is no mail icon on the
component bar, and not in the Tools menu either.

Moreover, when selecting "Edit > Preferences" nothing happens.

Reproducible: Always

Steps to Reproduce:
1. Install build 2003050811
2. Look at the component bar
3. Use "Edit > Preferences"

Actual Results:  
Mail icon gone from component bar
"Edit > Preferences" not working

Expected Results:  
Mail icon in component bar
"Edit > Preferences" working

Should be window menu.

Also seing this on Windows 2000, when Mozilla is shut down, it is still running
in the Task Manager.

saw same thing, but I would bet that after first install mail was there, working.
Only after installing a second time in a clean directory it seemed to be gone,
and I couldn´t install it, whatever I tried. Starting some weeks ago, when the
installer was improved, with my daily nightlies I don´t deinstall, just install
over the previous version. Sometimes I deinstall, and delete the directory.
Win98SE, 512 MB ram.

I always uninstall older version before installing nightly and I am seing this. 
Also tried with a new profile.
